TESOL Member Resolution to Change the Policy of the National Collegiate Athletic Association (NCAA) on the Core English Requirem (1996)

Whereas the NCAA has been known to deny eligibility to participate in freshman college athletics in Division I and Division II colleges to students who have completed ESOL rather than "core English" or language arts courses (i.e., English courses for native speakers) in high school, and

Whereas ESOL course are more appropriate than core English courses for many students who arrive in the United States at the high school level, and

Whereas ESOL courses are typically taught with the same rigor as core English courses, and

Whereas the NCAA Core English Policy prevents high school students of ESOL from participating in freshman athletics, regardless of their academic and/or athletic abilities, and

Whereas the NCAA Core English Policy denies high school students of ESOL athletic scholarships, and

Whereas the NCAA Core English Policy is inequitable and discriminatory in its treatment of high school students who complete ESOL courses rather than core English courses;

Be it Therefore Resolved that the membership of TESOL recommend that the Board of Directors recommend to the NCAA that high school ESOL courses be considered as satisfying "core English" requirements.
